First off, that was one of the sweetest letters I have ever received in my inbox! It’s obvious that you really care about her.
If she is interested in someone else, I don’t think it is wise to write her a letter. Letters are seen as really intimate. If you knew that she liked you back, then I might suggest writing her a letter to tell her how you feel. But, if she’s crushing on this guy that won’t like her back, I don’t think it’d be wise. It would put her under pressure to respond a certain way.
HOWEVER, if you talk to her about your feelings again (not like before, actually tell her that you like her), she is likely feel less stressed about the whole situation. You don’t want to ruin your friendship or make it awkward. Casually bring it up and tell her the things you like about her (her smile, her laugh, the way conversation is so easy with her, etc) and tell her that you want to be more than friends. In a more relaxed situation like this she will feel less pressured and more open to what you say!
